My cousins live in Shibuya-ku for 5 years-- I saw some strange edifices when I came for a visit.
Doesn't surprise me frankly. The moment I saw buildings built between the support columns of freeway over-passes in Tokyo I knew it was a good idea. Maybe that's just the architect in me though.
